The International Ecotourism Society Philippines (TIESPHI) expresses serious concern over reports that water districts outside Metro Manila are losing approximately 488 million cubic meters of water annually due to leaks, illegal connections, and system inefficiencies.

According to data from the Local Water Utilities Administration (LWUA), this volume of lost water is roughly equivalent to half the capacity of Angat Dam — a critical water source for millions of Filipinos.

This level of water loss, commonly referred to as Non-Revenue Water (NRW), represents treated and processed water that fails to reach households, farms, and businesses. At a time when climate change is intensifying droughts and water shortages, such inefficiencies pose serious risks to national water security, public health, agriculture, and economic sustainability.

Environmental and Social Impact

Water waste at this scale undermines efforts toward sustainable development and climate resilience. Communities continue to experience water interruptions while valuable treated water is lost through aging infrastructure and unaddressed leaks.

TIESPHI emphasizes that water security is directly linked to environmental protection, tourism sustainability, and community well-being.

In response to these findings, TIESPHI respectfully recommends the following:

1. Accelerated Infrastructure Modernization

Invest in upgrading aging pipelines, leak detection systems, and smart metering technologies to reduce system losses.

2. Transparent Reporting of Water Loss Data

Water districts should regularly publish Non-Revenue Water statistics to promote accountability and public awareness.

3. Strengthened Leak Detection and Rapid Response Programs

Establish community hotlines and digital reporting systems to address pipe leaks immediately.

4. Public Education Campaigns on Water Conservation

Partner with schools, local government units (LGUs), and civil society organizations to promote responsible water use.

5. Climate-Responsive Water Management Policies

Integrate water loss reduction strategies into broader climate adaptation and sustainability plans.
